KV1 Upgrading Plans

Housing Services (HS) has embarked on a project to upgrade KV1 in phases over the next few years with the inputs from current residents. Built in the mid-90s, the KV1 Residence is in much need of an upgrade to both UPDATE as well as RESOLVE maintenance issues that are associated with ageing properties.

Apartment Renovations

Upgrading involves three main components.

1. Apartment Refurbishment includes Essential Improvements and Facelift.

  • Essential Improvement works are necessary for Safety, Sustainability and Technical reasons. These include:
    • Repair spalling concrete/ structural cracks
    • Waterproofing of wet areas
    • Upgrade electrical appliances (Lighting, A/C, Switches, Toilet and Kitchen appliances etc)
  • Facelift – Given that KV1 is 25 years old while KV2 is under 10 years old, the facelift’s purpose is to update KV1 to meet new and future demands. Some of these include:
    • Upgrade Bedrooms, Toilets, Bathrooms and Kitchen
    • New Living Room Flooring and refurbishing bedroom flooring
    • Modern Dining area
    • New Furniture and Fittings

2. Lifts and Lift Lobby Upgrades

  • All the lifts in KV1 recently saw an upgrade. With the apartment scheduled for upgrading, the lift lobbies will also see newer flooring, wall tiles and lighting.

3. Exterior Upgrades

  • The first in line towards at the end of 2017 was the exterior wall painting where the residents selected the colour scheme. There are also plans to improve the signage plans and landscape of KV1.

To minimise inconvenience whilst ensuring safety of the KV Community, upgrading works will be carried out two blocks at a time, in a systematic and comprehensive way.

When am I expected to move?

As we are targeting Block C and E to undergo renovation in Apr/May 2022, residents from Block C are required to vacate by mid-April 2022; while residents from Block E are required to vacate by mid-May 2022. Residents who are not able to move during this period are advised to work with us at ohsalloc@nus.edu.sg for any earlier move-out date.

Can I stay in my apartment while the block undergoes renovation?

All residents are expected to move out whilst their block undergoes renovation. The entire block will be closed off for safety reasons, major disruption to utilities services and to facilitate upgrading expeditiously.

Can I view the apartment to relocate to before I move in?

We would try our best to allocate an apartment of similar type as your current apartment profile, subject to availability. Due to limited vacant apartments, there is no provision for viewing or preference prior to your relocation. Faculty members will be expected to engage their own movers for the move of your personal belongings (i.e. items not listed in the inventory provisions) using the relocation allowance.

What will be provided in the apartment?

It would be a standard apartment furnishing equipped with basic furniture and appliances such as sofa, dining set, TV console, bed, mattress, built-in wardrobe, TV, refrigerator, stove, microwave oven, washer and dryer. You shall provide your own bed linen, crockery, cutlery and other toiletries.

Can I request to remove some furniture or appliances from the apartment?

Due to the high procurement costs involved in the provisions of new furniture and appliances in the renovated apartment, in addition to the lack of storage spaces in Kent Vale, we regret that we will not be able to accede to any requests for removal of any furniture or appliances provided within the apartment.

Do I have to change the billing address of my telephone, internet, cable TV, water and utilities, banks, insurance etc.?

  1. Permanent move i.e. Not moving back to Blk C or E after renovation
    If your plan is to move to another apartment in Kent Vale to stay till the end of your housing contract and not to move back to your original unit in Blk C and E after the renovation, do proceed to change your address for all your mails. You may proceed to inform respective telco, utility, bank, etc service providers on the new address once the date.
  2. Temporary move i.e. Moving back to renovated unit in Blk C and E
    However, if you have indicated to move back to Blk C or E after the renovation, you need NOT re-direct your mails from your original address to the temporary apartment’s address. You may collect your mails from temporary mailboxes of the similar units in Blk C and E located near Housing Services Office in Kent Vale 2. More details of the collection of the temporary mailbox keys will be provided to you in due course. 

Will my utilities for the apartment be turned on before I move in?

  1. We will arrange to turn on the utilities (water, electricity and gas) supplies for your apartment on your behalf.
  2. Do arrange to transfer the utilities account to your name when you have moved into the apartment.
  3. Residents must transfer the ownership of the utilities account within 3 working days upon moving in to the apartment. Housing Services shall charge you all outstanding utility bills consumed after your move-in and before the transfer takes effect; and a 10% admin charges may be imposed for any late transfer.

What will be the rental charge for the apartment?

For those who are  moving permanently (i.e. not moving back to renovated apartment), the rental rate will be based on the applicable rental of the new apartment upon the move.

For those who are moving to a temporary unit (i.e. moving back to renovated apartment), the rental rate  will be based on the applicable rental of your original apartment at the date of the move during the renovation period, unless otherwise stated.

Do I get an allowance for this move?

Relocation Allowance
Housing Services will provide a one-time moving allowance of up to $1,250 per move per household. 

Internet/Cable TV transfer allowance
Internet/cable TV transfer allowance of up to $250 per move will also be provided by Housing Services. 

In order for reimbursement to be made to you, please be reminded that the original invoice(s) and receipt(s) have to be submitted for reimbursement within 1 month from your date of move. Please click here for the user guide on the reimbursement claim.

Can I use my own preferred movers?

You may make arrangement with your preferred movers. In the event that you do not have any mover contacts, we have provided a list of movers details below for your reference and convenience.

NUS do not have any proprietary arrangements or contracts with any of the vendors provided and you are certainly at liberty to use any other sources at your disposal. You may also check with them on the purchase of insurance for the move should you have any priced/valuable items involved in the move.

Do I need to inform Housing Services on my moving date and the movers’ information? What are the guidelines for the movers?

The following measures will be implemented for the relocation within Kent Vale (KV) and on house movers entering Kent Vale estate:-

  • To ensure a smooth and orderly move for each of the affected resident, the number of permissible moves per day shall be kept to 2 households per lobby. Therefore, do write in to ohsalloc@nus.edu.sg to check and confirm availability for move on your preferred date before you confirm the date with your mover and service providers.
  • Please use the “Application for House Movers” form and submit to Housing Services at least 5 days prior to your move.
  • Movers are subject to prevailing Safe Management Measures at the time of the move.

When can I move back to my renovated apartment (for residents who chose to return to original apartment after renovation)?

All renovated apartments in BLK C and E are scheduled for occupation commencing estimated March/April 2023 for returning residents of BLK C and BLK E. Housing Services will contact you closer to March/April 2023 for the move to your renovated apartment.

What are the rental rates for the renovated apartment?

The rental rates for a two and three-bedroom renovated apartment would be approximately $1,890 and $2,550 per month respectively (Note: Rates are subject to change and periodic reviews at the discretion of the University). Rental rates differ based on floor levels and facings of the apartments.

Can I remain permanently in my allocated temporary apartment that I was moved to prior to upgrading?

Yes, you may request to remain in the apartment as long as the block is not undergoing any upgrading. However, since the temporary housing rental is at a discounted rate, upon converting to permanent stay, the rental difference will be charged retrospectively from the date of your move-in.
